Coverage depends on the fields returned for the registration. If the provider does not supply a keeper or V5C field, REGUP shows Not available rather than treating missing information as a clear result.
What it cannot show
The V5C records the registered keeper. It is not proof of legal ownership. REGUP does not reveal a current or previous keeper's name or address, and no commercial vehicle check should promise personal keeper details from a number plate.
If you need personal keeper details for a lawful reason, the proper route is DVLA, not a vehicle-history report.
How to use V5C and keeper history
Ask to see the physical V5C at the viewing. Compare the date of last V5C issue, the seller's explanation, the VIN, service history and the address where you meet. A recently issued V5C is not automatically suspicious, but it deserves a clear explanation.

Is the V5C proof of ownership?
No. The V5C records the registered keeper and is not proof of legal ownership. Outstanding finance or another legal ownership issue can still exist.
Can REGUP show the registered keeper name or address?
No. Keeper names and addresses are personal data. REGUP only shows non-personal keeper and V5C context where supplied.
What does a recent V5C issue date mean?
It can mean a recent keeper change, address update, replacement document or other administrative update. Compare it with the seller explanation and wider vehicle history.
Is this a new provider check?
No. The logbook page reuses the existing previous keeper and ownership-history report item and its established data mappings.
